以「到西安旅行 — 浪浪西安」為創意發想，將餅乾做成城牆的形狀，並內附一張西安地圖標示出西安特色文化地標，透過吃餅與地圖的互動認識西安的美好，每一片餅乾，都乘載了西安古城的滿滿滋味，濃厚的香氣帶出中國文化的香醇美好。
外盒以鐵盒的方式封存城牆味道，圓形的線框集合了文化古城，也意味著浪浪西安為美味與文化的集結，將各具特色的文化古城以線性繪圖方式呈現，輔以質樸的陝拾叄色彩；霧面質感的鐵盒搭配上光的城牆印刷，在手上輕晃便能感受各古城的魅力；磚紅色的袖套開窗設計與外盒相互搭配，袖套設計訴說著保護窗外風景亦保護西安城牆的珍貴；提袋延續袖套質樸的磚紅色，並將十款城牆餅乾以線性的方式排列，由外至裡一致的調性，保留西安特性與餅乾的精緻。

As the first of four oldest cities Xian, that keeps lots of magnificent cultures sites. This time Shaanxi Thirteen turned these thousand city walls into creaming cookies, that opens the gift box is just like walking into the old street and each bite is history.
